BUILDING PLAN SUBMITTAL - Revised 2026
Frio Cielo Ranch Association is a nonprofit homeowners association. All property owners are members of the Association and are subject to its governing documents, including the Articles of Incorporation, Bylaws, Amendments, and Modified Deed Restrictions.
Before beginning construction of any structure, written approval must be obtained from the FCRA Architectural Review Committee, also referred to as the ARC.
The ARC review process helps ensure proposed improvements comply with the Modified Deed Restrictions and creates an accurate Association record for each tract.
Building Plan Approval Required Before Construction
Construction includes, but is not limited to:
New homes or cabins
Additions or expansions
Accessory buildings, sheds, garages, or carports
Porches, decks, or covered structures
Fences
For single-family residential structures, the required septic plan or county septic permit information must be submitted with the building plan.
How to Submit Building Plans:
Submit building plans as a PDF by email to: info@friocielo.com
The Association will log the date received, maintain the official tract record, and forward the submission to the ARC Chairman and Committee members for review.
If a submission is received by U.S. Mail or through a third party, it will be considered submitted on the date it is received by the ARC Chairman.
What to Include:
- Completed Building Plan Diagram
2. Plot plan or survey showing the proposed location of the structure or improvement
3. Septic plan or county septic permit information, when required for a dwelling
ARC Review Timeline
The ARC has up to 30 days to approve or deny a completed submission.
The ARC may contact the owner if additional information is needed. It is the owner’s responsibility to provide a complete and accurate plan.
Approval or Denial
The owner will be notified in writing whether the plan is approved or denied.
If a plan is denied, the written response should explain the reason for denial. The owner may revise and resubmit the plan. Denied submissions may also be appealed to the FCRA Board of Directors.
Recordkeeping
All building plan submissions, decisions, and related communications will be kept in Association records. This creates a reliable history for each tract and supports accurate resale certificate disclosures.
Expiration of Approval
Building plan approval expires 12 months from the date of approval unless construction has substantially begun within that 12-month period.
Important Reminder
Submitting a plan does not mean construction may begin. Construction may begin only after written ARC approval has been issued.
Deed Restriction Compliance
As part of the building plan review process, the ARC will review the submitted plan and the area of the proposed construction or improvement for compliance with FCRA’s Modified Deed Restrictions.
If a possible Deed Restriction violation is observed during the review process, the matter should be reported to the FCRA Board of Directors or the designated Association coordinator so it can be documented in the official Association records.
Documenting violations helps protect the Association, provides a clear record for each tract, and supports accurate resale certificate disclosures when required.
CONSTRUCTION MAY BEGIN ONLY AFTER WRITTEN ARC APPROVAL.
